Liberty programs approved in Oklahoma

Liberty's licensure lookup marks Oklahoma approved for practicum in every online nursing program and names no extra state step. Which Oklahoma rule touches you depends on your track.

Oklahoma's rule for out-of-state APRN students

Under OAC 485:10-5-12(c), an RN in an APRN program based outside Oklahoma can complete clinical experiences and preceptorships in the state with no Board permission step, but only when all three conditions are true:

• the student's license to practice registered nursing in Oklahoma is unencumbered
• faculty who oversee the clinical component have unencumbered Oklahoma licenses at the level they teach or higher
• the program satisfies the APRN education requirements of the Oklahoma Board of Nursing

The second and third conditions sit with Liberty. Ask the practicum team to confirm both for your placement before you commit to an Oklahoma site. The first is yours; see the next section.

Pre-licensure programs follow a different path under the same section, needing prior Board permission. The rule doesn't address RN-to-BSN programs.

Your RN license and the compact

The Board started issuing multistate RN licenses on January 19, 2018, the date Oklahoma implemented the Nurse Licensure Compact. A multistate license lets a nurse practice in the other compact states with no additional licenses. Liberty accepts an Oklahoma RN license or a multistate one. The APRN Compact isn't enacted here.

The wording in Oklahoma's APRN rule is a license to practice registered nursing in Oklahoma. If yours is a multistate license issued by another state, have the practicum team confirm it meets that wording for your placement. The RN license page covers Liberty's side.

Restricted practice and who precepts

Oklahoma is restricted in AANP's ratings. For prescriptive authority, an NP needs a written statement that documents 6,240 hours of physician supervision, and NPs can't prescribe Schedule II drugs. An NP who hasn't finished that period will have a supervising physician in the picture.

The preceptor tax credit, and whether it reaches you

The Oklahoma Preceptor Tax Credit Program (HB 3351 of 2024) offers an income tax credit to APRNs, PAs, DOs and MDs licensed in Oklahoma who deliver primary care services in the state and precept APRN students, PA students, or medical students or residents. One rotation equals 160 aggregate hours. Starting with the fourth rotation, each APRN-student rotation earns a larger credit, with a cap of ten per calendar year, awarded first come, first served until funds run out.

According to the Oklahoma Tax Commission, the credit is nonrefundable, can be carried forward for five years, and applies to tax years 2026 through 2035. Applications for 2026 are open, and the program is run by the Oklahoma Health Care Workforce Training Commission.

The program as recorded names APRN students without limiting them to Oklahoma schools, so an FNP student with an Oklahoma primary-care preceptor is the plainest fit. For a PMHNP rotation, it turns on whether the preceptor's work counts as primary care. Eligibility is the preceptor's to confirm with the Commission; mention the credit in your outreach, but don't promise it.

Oklahoma City, Tulsa and beyond

In the Census Bureau's 2025 estimates, the Oklahoma City metro has about 1.51 million residents, Tulsa about 1.07 million, Lawton about 128,000 and Enid about 62,000. Large systems to ask are Hillcrest HealthCare System, SSM Health St. Anthony, Saint Francis Health System, INTEGRIS Health and OU Health. None is pre-cleared by Liberty.
