Liberty's state licensure lookup marks Texas as approved for practicum in each of its online nursing programs. Approved means Liberty can place and approve you here. It doesn't mean a preceptor is already waiting.

What the Texas board regulates, and what it leaves alone

Texas does require schools from other states to apply before clinicals, but that rule is aimed at pre-licensure education. The citations are 22 TAC 214.3(e) and 215.3(e), along with Education Guideline 3.1.3, which the board revised May 1, 2026. Under them, vocational programs and professional RN programs, from diploma up to entry-level master's, must get Texas BON approval before students have any clinical learning experience in Texas, and NC-SARA membership doesn't change that. The application goes in at least four months ahead.

Those approval rules for schools from other states leave out graduate and APRN programs and post-licensure RN-to-BSN. Every Liberty online track sits in that group, and Liberty's Texas page names no extra state step. If a Texas facility asks whether Liberty holds board approval, hand that question to Liberty's practicum team rather than answering it yourself.

Restricted practice: who you'll be asking to precept

AANP puts Texas in its restricted group. The state requires physician supervision and delegation, nurse practitioners work under written protocols with a physician for their whole career, and setting limits apply to Schedule II prescribing. Every NP you approach works inside that arrangement, so the delegating physician is part of the practice you'd join, and your clinical work stays within what your preceptor's protocols allow.

None of that changes who Liberty approves. Liberty publishes no FNP preceptor credential list, and an older PMHNP FAQ names PMHNPs and psychiatrists. Where Texas students look

Most Texans live in four metros. In the 2025 Census estimates, Dallas-Fort Worth-Arlington had about 8.5 million people, and Houston-Pasadena-The Woodlands had about 7.9 million. The four are completed by San Antonio-New Braunfels together with Austin-Round Rock-San Marcos. Large systems range from Baylor Scott & White Health to Houston Methodist; Texas Health Resources, UT Southwestern Medical Center and San Antonio's University Health are on the list too. Treat them as places to ask, not sites Liberty has cleared; Liberty says it can't control a facility's own onboarding rules or fees.

Don't expect a state incentive to help your pitch. Texas's tuition exemption for clinical preceptors covers RN preceptors for public undergraduate programs preparing students for first licensure, and the Nursing Shortage Reduction Program sends grant money to Texas nursing programs. Neither reaches a Liberty preceptor.

Your RN license for Texas hours

Liberty's Texas page asks for an active RN license, Texas-issued or multistate, and Texas has had the Nurse Licensure Compact in effect since January 19, 2018. A multistate license issued by your home compact state works. The APRN Compact isn't enacted in Texas, and Liberty's requirement for students is the RN license. This matters from admission onward: Liberty's DNP page asks applicants to hold an RN license in the state where the practicum will happen. If you move into Texas mid-program, file Liberty's State Change Notification form, because an address change in myLU doesn't update your state licensure disclosure.
