The short answer for Massachusetts

Liberty's licensure lookup approves Massachusetts for practicum in all of its online nursing programs. What sets the state apart is the license column.

Liberty's NP pages for Massachusetts name only a Massachusetts RN license, and the state isn't yet honoring other states' multistate licenses, so plan on that license whatever your track. Liberty still approves each site and preceptor.

The compact is law here, but not yet in effect

The Nurse Licensure Compact was enacted in Massachusetts in November 2024. According to the Board of Registration in Nursing, it has no effect until implementation is done. The Board is aiming for May 2027, having received conditional approval for FBI background checks in May 2026. On NCSBN's table, the start date still reads to be determined.

Until then, a multistate license from another state gives you no right to practice in Massachusetts, and nurses apply through the state's existing application process. If you live in New Hampshire or Rhode Island and want a Boston or Worcester site, apply for the Massachusetts license well before your Gate course. Massachusetts approval for out-of-state programs

If a nursing program's parent institution is based outside Massachusetts, 244 CMR 6.03(2) requires Board approval before it holds clinical learning experiences in the state. The approval has two parts. Part A covers the parent institution and goes in every year, no later than six months ahead of any placement. Part B covers each student placement and is due 30 or more days before that placement starts. A change has to be made two weeks or more in advance, and the Board must hear about it within seven days. No student may start before the Board sends its approval letter.

What's unclear is scope. The Board's criteria have in mind programs that ready students to take the NCLEX-RN or NCLEX-PN. Its page says nothing about post-licensure programs like RN-to-BSN, or about graduate or APRN education. Liberty's pages don't list a Massachusetts filing among the extra state steps they name. Put the question to the practicum team (APRN.DNPPracticum@liberty.edu): does anything need filing for your placement? If so, allow time for it.

Who you'll ask: full practice NPs and MSN sites

The AANP classes Massachusetts as full practice. NPs there gain independent practice once they've spent two years under a qualifying APRN or physician supervisor, and an exemption may be possible for equivalent experience. That condition shapes the NP's own practice, not Liberty's choice of preceptor. Liberty keeps no public list of FNP preceptor credentials; preceptor requirements collects what Liberty has said, including older PMHNP guidance on prescribers.

MSN students choose their own facility and need an educational site affiliation agreement in place before the first practicum course. Liberty's MSN pages warn that "some states may reserve clinical sites for in-state residential students," so ask a Massachusetts facility early whether it takes students from out-of-state programs.

Boston, Worcester, Springfield: systems to know

Among the state's largest systems are Baystate Health, UMass Memorial Health, Boston Medical Center Health System, Beth Israel Lahey Health and Mass General Brigham. They're a map of the market, not a list of Liberty partners.

Census estimates put about 4.6 million Massachusetts residents in the Boston-Cambridge-Newton metro, followed by Worcester, the Massachusetts side of Providence-Warwick, and Springfield. We have no Massachusetts preceptor incentive on record. Near the western border, remember that Liberty won't place NP practicum in New York.
