Florida's board approves pre-licensure programs, and our research found no Florida provision asking out-of-state graduate or RN-to-BSN programs to notify it or seek approval. Why Florida's board isn't in your paperwork
Florida's law on approving nursing programs is section 464.019 of the Florida Statutes. It covers an institution seeking to run a program in Florida for the prelicensure education of nurses. The Board of Nursing describes its own role the same way, as the approver of pre-licensure programs.
Our research turned up no Florida provision that requires out-of-state post-licensure, graduate or APRN programs to get the board's approval, or to give it notice, before they place students. Liberty's Florida page lists no extra step either. What we found is the lack of a rule, not a ruling, so if a Florida facility asks about board approval, route the question to Liberty's practicum team and let them answer for the university.
Protocols and the NPs you'll approach
AANP classes Florida as restricted. Select Florida NPs need a protocol agreement with a physician that lasts their whole career, though exemptions may apply. So among the NPs you contact, some will work under a physician protocol and others may not. Where there is a protocol, the physician behind it is part of the practice you'd be joining, and it's reasonable to expect the NP to check with them before saying yes.
Which clinicians Liberty accepts is Liberty's call. The FNP credential list isn't public, while an older PMHNP FAQ names PMHNPs and psychiatrists and asks for half of each practicum's hours with a prescriber. Read preceptor requirements before you pitch anyone.
Metros, systems and a Florida program you can't use
Miami-Fort Lauderdale-West Palm Beach is the largest Florida metro, with about 6.4 million people in 2025 Census estimates. Next come Tampa-St. Petersburg-Clearwater (about 3.4 million), Orlando-Kissimmee-Sanford (about 3.0 million) and Jacksonville (about 1.8 million). BayCare Health System, AdventHealth, UF Health, HCA Florida Healthcare and Baptist Health South Florida are among the large systems students ask. Community Health students can also look at public health settings such as the Florida Department of Health.
You may hear about TEACH funding. Subject to appropriation, it lets qualified facilities, rural health clinics, FQHCs and community mental health centers among them, be reimbursed for clinical hours by APRN and nursing students when the preceptors hold Florida licenses. The program is limited to students of accredited programs based in Florida, so a Liberty placement earns a site nothing under it.
License, then a search
The Nurse Licensure Compact took effect in Florida on January 19, 2018. Liberty's rule is an active RN license for the practicum state or a multistate license where accepted, so a Florida or multistate RN license covers you. Our RN license for practicum page explains the compact side.

Questions Liberty students ask
Does Florida's Board of Nursing have to approve Liberty before my FNP clinicals?
Our research found no such requirement. Florida's program-approval law speaks to prelicensure programs run in the state, and no provision was found for out-of-state graduate or APRN programs. Liberty lists Florida as approved for practicum with no added step. A facility with doubts should hear from Liberty's practicum team, not from you.
Can a Florida FQHC get TEACH reimbursement for hosting me?
No. TEACH reimburses only for students whose accredited program is based in Florida. Liberty is based in Lynchburg, Virginia, so hours you complete at a Florida FQHC or community mental health center don't qualify, even though those facility types are on the program's list. Don't mention TEACH when you pitch a site.
How much of my PMHNP practicum in Florida can be telehealth?
Liberty allows PMHNP students up to 50% of practicum hours by telehealth, in Florida as anywhere else it approves. The rest is in person. FNP students have no telehealth option at all. The virtual clinical options page explains how to plan the split with the practicum team.
I live in south Georgia. Could my practicum site be in Florida?
It can, if Liberty approves the site. Georgia and Florida are both compact states, so a multistate license issued by Georgia as your home state works in Florida. Think about drive time before you commit: a student who declines a Liberty-provided site over distance has to find a replacement. The Georgia page covers your home-state options.
