South Carolina practicum for Liberty nursing students
Liberty lists South Carolina as approved for practicum in all of its online nursing programs. Regulation 91-6, South Carolina's approval rule for programs based in other states, is about clinicals leading to initial licensure. It says nothing about RN-to-BSN or APRN programs. Regulation 91-6 and who it covers
Under South Carolina Code of Regulations 91-6, when a nursing program's parent institution is located out of state and the program offers clinical experiences that prepare students for initial licensure, it needs approval from the South Carolina Board of Nursing before those clinicals begin. The conditions include full approval in its home state, a written clinical affiliation agreement, on-site and on-shift direct supervision by nursing faculty licensed by South Carolina or by another compact state, and precepted experiences that follow South Carolina rules. Once approved, the program has 15 days to tell the board in writing about any change in compliance.
RN-to-BSN and APRN programs go unmentioned in the regulation, and every Liberty online nursing student already holds a license. Liberty's South Carolina page lists no extra step. If a facility asks whether Liberty holds board approval, send the question to Liberty's practicum team.
Restricted practice: what it means for precepting
South Carolina is restricted in AANP's classification. To perform delegated acts, an NP must have a practice agreement with a physician, and there are limits on controlled-substance supply. So the NP you approach practices under a physician's agreement, and your clinical work sits within what that agreement delegates to your preceptor.
Liberty, not the state, decides who can precept you. Its FNP credential rules aren't published; an older PMHNP FAQ names PMHNPs and psychiatrists. Check leads with the practicum team, and see preceptor requirements.
Greenville to Charleston: systems and metros
Greenville-Anderson-Greer is the largest metro, at about 1.0 million people in the 2025 Census estimates, followed closely by Charleston-North Charleston and Columbia. About 454,000 South Carolinians live in the Charlotte metro. Large systems to ask are MUSC Health, Lexington Health, Prisma Health, McLeod Health and Roper St. Francis Healthcare. Community Health students can also look at the South Carolina Department of Public Health.
South Carolina's preceptor tax credit, extended through tax year 2029, won't help a Liberty student's preceptor: it only covers rotations for students at public or independent institutions in South Carolina.

Questions Liberty students ask
Does Liberty need South Carolina Board of Nursing approval for my DNP clinicals?
Board approval under Regulation 91-6 applies to out-of-state programs with clinicals that lead to initial licensure. The regulation is silent on APRN and RN-to-BSN programs. Liberty lists South Carolina as approved for practicum with no added step. Anything more formal a site needs should come from Liberty's practicum team.
Can my South Carolina preceptor claim the state preceptor tax credit?
No. The credit applies only to rotations for students enrolled at public or independent institutions in South Carolina, and it also has Medicaid-participation and rotation-length conditions. Liberty is in Virginia, so precepting a Liberty student doesn't count toward it, however many hours the preceptor gives.
Can I use a Charlotte-area site on the North Carolina side?
That would be a North Carolina placement under North Carolina's rules, not South Carolina's. Liberty's lookup lists North Carolina as approved for all its online nursing programs, but check that your license is valid there and read Liberty's North Carolina page first. How much of a PMHNP practicum in South Carolina can be telehealth?
Up to 50% of practicum hours, under Liberty's rule for every PMHNP track. Telehealth sites are off the table for FNP students, in South Carolina as everywhere else. I live near Augusta on the South Carolina side. Can I use a Georgia site?
Yes, with Liberty's approval of the site. Georgia's board doesn't approve post-licensure programs, but it does require a Georgia or multistate license for students and preceptors, and it states that APRN clinical instruction must come from a nurse with Georgia APRN authorization.
