Nevada's rule for online programs' clinicals

NAC 632.703 applies when a nursing program conducts part of its program in Nevada. The program reports to the Board on the Board's own form and attaches proof of accreditation or approval, evidence that it complies with Nevada's nursing law, and its annual school reports. Online and other nontraditional programs wait for Board approval before offering any clinical instruction inside Nevada, and their faculty who teach there carry Nevada licenses.

The regulation draws no distinction among pre-licensure, post-licensure and graduate programs. The Board keeps a list, last updated September 1, 2026, of out-of-state schools whose approval covers "only the clinical portion" in Nevada. Every program on it is a pre-licensure ADN or BSN program, and Liberty doesn't appear.

How the rule reaches a graduate or RN-to-BSN program isn't yours to settle. Confirm with Liberty's practicum team that nothing more is needed on the Nevada side before you agree a start date.

How Nevada wants precepted clinicals run

For precepted clinicals, a Nevada Board practice decision from 2005 lays out these expectations:

• Faculty direct all student clinical experiences and stay reachable by phone.
• A preceptor takes on at most two students at once.
• The preceptor is on site while the student works.
• Each preceptor gets written objectives plus an orientation, both supplied by the program.

Full practice, with a Schedule II condition

Nevada is full practice in AANP's rating, with one condition. Schedule II prescribing for a newer NP (under two years or 2,000 clinical hours) is allowed only through a physician-approved protocol. If a prospective preceptor is newly licensed, ask how they handle those prescriptions, since it shapes what you see. Liberty still decides who can precept; see preceptor requirements.

Only a Nevada license will do

Nevada stands apart from the Nurse Licensure Compact, with no joining bill on the table, so an out-of-state multistate license confers nothing here. According to a Nevada Board practice decision, a Nevada license is required for anyone who practices nursing or provides care to patients located in Nevada, and nursing education involving direct patient contact counts.

The decision's focus on where the patient is located matters for PMHNP students, who may count telehealth toward up to half of their hours. If your telehealth patients are in Nevada, ask the practicum team which license it expects. Telehealth hours explains Liberty's limits.

Las Vegas, Reno and the California line

The Las Vegas-Henderson-North Las Vegas metro has about 2.41 million residents, the Reno metro about 579,000, and Carson City trails well behind in third. Among the large systems are Renown Health, Dignity Health, University Medical Center of Southern Nevada, Sunrise Health System (HCA Healthcare) and The Valley Health System. Treat them as leads to pursue, not known Liberty partners. For Community Health students, one option is the Nevada Division of Public and Behavioral Health.
