Liberty clinicals in Arizona: a compact state with a program-approval rule
Liberty's lookup lists Arizona as approved for practicum on all online nursing tracks. Because it's a compact state, a multistate RN license works, but the state board wants out-of-state APRN programs approved before any student starts clinicals, and Liberty's Arizona NP pages carry a license sentence worth asking about.

The license sentence to ask about
Liberty's Arizona pages for its NP programs say students completing practicum there "must hold both an Arizona APRN License and an Arizona Registered Nurse License," or a multistate RN license. The sentence names PMHNP students, and the same wording appears on the FNP page.
It reads oddly for most FNP and Post-BSN PMHNP students, who aren't yet licensed APRNs, and Liberty doesn't explain how it applies to someone holding only an RN license. The board's advisory opinion, as recorded in our research, expects APRN students whose programs are based outside Arizona to carry an unencumbered RN license, either Arizona or multistate. Don't guess at the gap: ask the practicum team, in writing, what the sentence means for your track.

Four things that line up before Arizona NP hours
- Liberty's program approvalAZBN's APRN advisory opinion (revised November 2020) says every program has to seek approval before its students begin clinical experiences in Arizona. A streamlined review is open to an out-of-state APRN track when its home-state board approves it and the school holds national accreditation and is in good standing. That filing is Liberty's; confirm your track is covered.

Full practice, and who you can ask
AANP lists Arizona as a full practice state and records no qualifier. Put that beside the board's preceptor rule and FNP and PMHNP students have two groups to approach: Arizona-certified APRNs and Arizona-licensed physicians. Liberty has the last word. Licensing: where the compact helps
Arizona has been a compact state since January 19, 2018. A multistate RN license from your home compact state meets the RN side of Liberty's Arizona requirement, which isn't true next door in Nevada or California. The APRN Compact isn't in force here. Phoenix, Tucson and the grant that ran dry
The Phoenix-Mesa-Chandler metro held about 5.23 million people in the 2025 Census estimates and Tucson about 1.07 million. Prescott Valley-Prescott comes next, then Lake Havasu City-Kingman. Among the large systems are HonorHealth, Mayo Clinic in Arizona, Phoenix Children's, TMC Health in Tucson and Banner Health, which runs the Banner – University Medicine academic centers. None is a known Liberty partner. The Arizona Department of Health Services is a natural lead for Community Health practicum.
Arizona set up a grant for volunteer preceptors of graduate students, including APRN students, and gave rural primary care priority. Don't build a pitch on it. The legislature's budget staff show no funding for fiscal 2026 or 2027, and unspent money reverted to the General Fund as of the end of June 2026. Our research doesn't say whether it ever reached out-of-state programs.

Must AZBN approve Liberty's NP program before I start Arizona clinicals?
For APRN programs, yes. Under AZBN's advisory opinion, a program must seek approval before any of its students begin Arizona clinical experiences, and out-of-state APRN tracks approved by their home-state board get a streamlined review. Liberty handles that filing, not you. Ask the practicum team to confirm your track is covered before you set dates with a site.
Can a physician precept me in Arizona?
Arizona's board accepts physician preceptors who hold an unencumbered Arizona medical license. Liberty's own view is harder to pin down, since it hasn't published FNP preceptor criteria and its dated PMHNP guidance mentions psychiatrists alongside PMHNPs. Get the practicum team's answer before you count on a physician.
Will my multistate RN license from another compact state cover Arizona hours?
For the RN license, yes. Arizona is a compact state, and Liberty's Arizona pages accept an Arizona or multistate RN license. FNP and PMHNP students should still settle the separate sentence about an Arizona APRN license with the practicum team before planning hours, since a multistate RN license doesn't answer it.
Do MSN or RN-to-BSN students need AZBN approval for Arizona hours?
According to AZBN, its regulation covers pre-licensure and APRN programs, and its out-of-state approval process is aimed at those two. It doesn't address RN-to-BSN programs, and our research found nothing on non-APRN MSN tracks or the post-master's DNP. Liberty's Arizona pages for these tracks ask for an Arizona or multistate RN license; send any facility question to the practicum team.
