Liberty practicum in Oregon: open to every track, on an Oregon license

Oregon appears on none of Liberty's exclusion lists, so each online track can place practicum hours here. Only the license and preceptor wording differs by track.

What the Oregon board asks of a school based elsewhere

For Liberty's tracks, very little. Asked whether an out-of-state APRN program needs its approval before placing students in Oregon, the Oregon State Board of Nursing's APRN FAQ says "No." The advance notice OSBN does require is for pre-licensure PN and RN programs based outside Oregon, with one form per track, filed again every year.

OSBN adds that advanced practice programs don't have to notify it, and neither do programs that don't lead to licensure, like RN-to-BSN and non-APRN MSN or DNP programs. That describes every Liberty online track, and the older prior-authorization rule for out-of-state NP students is gone (see the FAQ below).

Two duties stay with the school. Anyone teaching as faculty in Oregon must have an active Oregon nursing license, and before an institution enrolls Oregon students it has to meet NC-SARA or Higher Education Coordinating Commission authorization. If a site brings up either point, pass it to Liberty's practicum team.

Full practice, and the preceptor line on Liberty's page

AANP rates Oregon as full practice, with no extra caveat recorded. A clinic run by NPs is as reasonable a lead as a hospital-owned practice, though Liberty still decides whether a preceptor fits your track.

Liberty's Oregon NP pages add one condition of their own: APRN students work under "direct supervision of an appropriately licensed Oregon preceptor." Before you send a name to the practicum team, confirm your contact holds an active Oregon license, not only one from a neighboring state. An Oregon RN license, not a multistate one

Oregon remains a non-member of the Nurse Licensure Compact, and no joining bill is pending. A multistate license from a compact state gives no privilege to practice here, and Liberty's Oregon pages ask for an active Oregon RN license on every track. Nor has Oregon enacted the APRN Compact.

That makes the license your longest lead item. Liberty's DNP admission wording ties your RN license to the state hosting your practicum, so apply to OSBN early and have the license before your Gate course collects paperwork. The wider rule is on RN license for practicum.

Portland, and students across the Columbia

The Portland-Vancouver-Hillsboro metro held about 2.54 million people in the 2025 Census estimates, nearly 2.0 million of them in Oregon. The rest live on the Washington side, where Liberty can't place NP practicum and where its Community Health, Health Policy, Informatics, post-master's DNP and RN-to-BSN tracks are closed too. Samaritan Health Services, Kaiser Permanente Northwest, OHSU, Providence Oregon and Legacy Health are among the big systems; we haven't seen a Liberty affiliation with any of them.
